  • Jessica Bloome, MD, MPH

    Deputy Director, getSFcba program

    Dr. Jessica Bloome is the Deputy Director for the CDC-funded Capacity Building Assistance program for High-Impact HIV Prevention Capacity Building Assistance (CBA) at the San Francisco Department of Health Center for Learning & Innovation (getSFcba). In this capacity, she serves as a lead CBA Specialist in the provision of technical assistance for health departments and CBOs in the West region of the United States in the areas of non-clinical HIV testing and prevention services for HIV negative people. She also provides medical care for people living with HIV and people seeking HIV prevention services at the San Francisco General Hospital (SFGH) Ward 86 clinic, where she leads the Positive Health Access to Services and Treatment (PHAST) program focused on re-engaging patients previously out of care.

  • Fredah Rajab

    CLI Coordinator, Center for Learning & Innovation, SFDPH

    Fredah is CLI Coordinator, with the Center for Learning & Innovation, and SFDPH. She is passionate about Community Building, International Development, Eradication of HIV/AIDS and mitigating the effects of poverty in Key populations.

    Fredah started working on HIV/AIDS in 2003 when she started HIV/AIDS Awareness Club in her local high school. She was learning about HIV/AIDS and understanding the stigma attached to the disease and decided to create awareness to her peers. More schools adopted the HIV/AIDS Clubs structure to meet their needs.

    She has worked for International Peace Initiatives, Ripple’s International, AmerisourceBergen Corporation and Tesla Motor’s Inc.

    She graduated with a Bachelor’s of Arts in Political Science and Government from University of Colorado at Boulder. She has a certificate of Peace and Conflict Resolutions from the same institution.

  • Jesus Gaeta, MPH

    Senior CBA Coordinator, getSFcba program

    Jesus Gaeta was the first amongst his 10 siblings to be born in the United States and he has used that privilege to take advantage of the educational opportunities that exist in America. After earning his BA at the University of California, San Diego and his Master of Public Health from San Francisco State University, Jesus returned to the city he was born in, Los Angeles, to begin working with ASOs and FQHCs to support those living with HIV and also help prevent the spread of the virus. Jesus is knowledgeable in providing PrEP & PEP services to those exposed occupationally, victims of sexual assault, people that are pregnant, MSM, transgender/GNC communities, as Spanish speaking populations and those without health insurance.

  • Sophia Kass

    CBA Coordinator, getSFcba Program

    Sophia Kass has an international diploma in Project Management from UC Berkeley Extension. Before coming to the United States in 2015, Sophia spearheaded a World AIDS Day campaign with the only sexual health center serving the underground LGBTQIA+ community in Beirut at the time, spreading awareness and shifting narratives away from rigid societal taboo and stigma. In 2016, she interned at the San Francisco LGBT Center where she organized a referral database and met with several of the city’s organizations providing HIV/AIDS medical and ancillary services, with the core objective of improving client navigation and handoff. Later, Sophia worked with the Transgender Law Center’s Positively Trans program coordinating a national network of TGNC BIPOC living with HIV/AIDS to tell their stories and generate data in an ongoing effort to advocate for a better quality of life, and to combat inequities and discrimination. Most recently, Sophia was the finance and operations manager for the Positive Women’s Network USA, where she previously had also been part of their policy fellowship and Gender Justice trainer programs.

    Aira Villareal

    Training Communications Coordinator, Center for Learning & Innovation, SFDPH

    Aira Villareal is the Training Communications Coordinator with the Center of Learning and Innovation at the San Francisco Department of Public Health. She is a Filipina immigrant, her family settled in Los Angeles in 2004, and she then moved to San Francisco in 2015. She graduated with a Bachelor of Science in Health Education with an emphasis in community health from San Francisco State University. For the past 3 years, Aira served as Program Administrator for CavityFree SF, a city-wide oral heath collaborative addressing children’s oral health disparities. She provided operational backbone support to keep the collaborative organized and coordinated projects in partnership with local CBOs and city agencies. In the past, she interned with Kaiser Permanente’s Health Education Department and served as an AmeriCorps member with SFUSD. 

    In her free time, she enjoys line-dancing and tending to her plants. 

  • Frank Sidders, MPH

    CBA Manager, getSFcba Program

    Originally from Orlando, Florida, Frank is passionate about improving community health and equity. He has over 11 years of public health experience which began while volunteering for a local AIDS Service Organization in Central Florida. Frank has since worked and volunteered in both clinical and community settings where he administered HIV testing to patients, supported quality improvement efforts for health care teams, performed street outreach for the homeless, and delivered HIV and STI prevention education to LGBTQ+ youth. He was drawn to the progressive environment and diversity of San Francisco, as well as the history and contributions to the field of HIV/AIDS. Frank relocated to the city in 2016 where he immediately joined the San Francisco AIDS Foundation at Strut and later joined the San Francisco Department of Public Health the following year. He was recently involved in the city’s response to COVID-19 and MPX to help educate and prevent further spread by delivering accurate information to essential workers and other at-risk communities. In his free time, Frank enjoys playing the piano and is an avid supporter of the performing arts.

  • Amy Lee, MPhil

    Distance Learning Specialist, Center for Learning & Innovation, SFDPH

    Amy Lee comes to the SF Department of Public Health from UC Berkeley, where she taught a wide spectrum of courses across the humanities, social sciences, and STEM fields, including literature, composition, ethnic studies, and capstone seminars for engineers. She’s also taught at the California College of the Arts and Mount Tamalpais College (formerly the Prison University Project) at San Quentin State Prison.

    As a community-engaged scholar, she developed curricula in partnership with community groups to address challenges faced by communities of color. She has created political education materials for youth organizers in Chinatown and civil rights training for Asian immigrant women workers in the Bay Area. She looks forward to applying her skills and experience in higher education and youth and worker education to serving the educational needs of San Francisco’s public health workforce. Quite fortuitously, her interest in medical education comes full circle at SFDPH; her first job out of college was coordinating the Physician, Patient, and Society course at the NYU School of Medicine. She received her BA from Cornell University and MPhil from the University of Hong Kong, where she was also a US Fulbright Scholar.

He is the co-Director of the UCSF Center for AIDS Research Mentoring Program and is the Principal Investigator of a CDC-funded Capacity Building Assistance (CBA) Program that supports local, state and territorial health departments nationwide as they implement High Impact HIV prevention.

  • Susan Buchbinder, MD

    Susan Buchbinder, MD

    Director, Bridge HIV; Clinical Professor of Medicine, Epidemiology and Biostatistics, UCSF

    Dr. Susan Buchbinder is the Director of Bridge HIV at the San Francisco Department of Public Health and Clinical Professor of Medicine, Epidemiology and Biostatistics at UCSF. Dr. Buchbinder focuses her research on risk factors for HIV acquisition and interventions to prevent HIV infection, including HIV vaccines, PrEP, behavioral interventions, rectal microbicides and combination modalities. She serves in leadership positions in the HIV Vaccine and Prevention Trials Network, and has participated in numerous NIH and UCSF advisory committees including the AIDS Research Advisory Committee, Prevention Sciences Working Group, Office of AIDS Research Advisory Committee, the UCSF Center for AIDS Research Internal Advisory Board, and the UCSF AIDS Research Institute Scientific Council.

  • Susan Philip, MD, MPH

    Director of Population Health

    Dr. Philip oversees population-level clinical and disease control efforts, including biomedical HIV prevention, HIV and syphilis partner services, and HIV testing in clinical settings. Dr. Philip has served as a successful investigator on numerous NIH and CDC funded STD and HIV clinical trials. Currently, she contributes national and state leadership on the Executive Committee of the California STD Controllers Association and as Board Chair of the National Coalition of STD Directors. She is also an assistant clinical professor of medicine in the Division of Infectious Diseases at UCSF, and sees HIV primary care patients at SF City Clinic.

  • Willi McFarland, MD, PhD

    Willi McFarland, MD, PhD

    Director, Center for Public Health Research, SFDPH; Professor of Epidemiology and Biostatistics, UCSF

    Dr. McFarland’s experience ranges from mentoring undergraduate students to mid-career faculty as well as providing training, technical assistance, and capacity building to personnel of local health departments and national ministries of health. He also serves as Joint-PI for the SFDPH Summer HIV/AIDS Research Program (SHARP) for underrepresented minority undergraduate students. He oversees UCSF’s training programs for visiting scholars from Africa and the Middle East and has directly mentored over 50 young investigators from 18 countries for degree and short-term training programs. Dr. McFarland’s long term capacity building goals are to increase the representation of minority scholars and health officials and ensure that trainees from biomedical disciplines are bridged to the methods, perspectives, and advances in prevention research from diverse social sciences fields.

    Provider Network Supervisor with the Louisiana Department of Health, leading the office of STD/HIV/Hepatits’s Academic Detailing Program

    Brandon Mizroch is the Provider Network Supervisor with the Louisiana Department of Health, leading the office of STD/HIV/Hepatits’s Academic Detailing Program. He received his MD/MBBS from the University of Queensland/Ochsner Clinical School Program in November of 2016. Since starting at LDH in August, 2017, he has worked with hundreds of doctors statewide on HIV prevention, syphilis/congenital syphilis screening and treatment, and HCV treatment and prevention best practice. From grand rounds presentations at LSU-Shreveport Hospital, to state-wide symposium conferences, to one-on-one counseling encounters at dozens of clinics all over Louisiana, he has helped spread awareness and education on infectious diseases and orchestrate practice transformation.

  • Leisha McKinley-Beach

    CBA Specialist- subject matter expert in HIV Prevention, Racism in public Health, and Black Women's health

    Leisha McKinley-Beach is a thought leader, an advocate for Black health, author, trainer, inspirational speaker, and facilitator. Mrs. McKinley- Beach serves as subject matter expert in HIV prevention, racism in public health, and Black women’s health. She has an extensive 30-year career in HIV that includes the creation of her own health consulting firm, serving in Florida and Georgia health departments, founding the first Black HIV service organization in Northwest Florida, and served in the nation’s only organization that focused exclusive on Black people and HIV known as the Black AIDS Institute.

    McKinley-Beach currently serves as a trainer and educator for PrEP (Pre-exposure Prophylaxis), facilitator for organizations and health departments committed to antiracism work, and for the development of Black leadership in public health.

    Leisha McKinley-Beach is using her gift of storytelling to uplift Black stories in health care. In addition to her work in public health, Mrs. McKinley-Beach is committed to providing inspirational messages through her podcast ‘Thought For The Day’ and serves as COO for Platinum Level Production, music production company founded by her husband. This platform provides an opportunity for artist to create inspirational music. McKinley-Beach received her undergraduate bachelor’s degree from the University of Florida and her master’s degree in public health from the University of West Florida.

    Alyson Decker, MPH, MS is a nurse practitioner with San Francisco City Clinic. Her main role within the San Francisco Department of Public Health is providing academic detailing around sexual health and HIV prevention. She is also the San Francisco congenital syphilis prevention taskforce coordinator and leads rapid syphilis testing efforts for the City.

    CBA Specialist & Associate Director of PrEP & HIV Navigation at the San Francisco AIDS Foundation

    Reina Hernandez (they/them) is currently the Associate Director of PrEP & HIV Navigation at the San Francisco AIDS Foundation. In this capacity, they manage comprehensive high-impact prevention programs that include integrated HIV/STI Testing, RAPID and PrEP/PEP services, which are funded by SF DPH, CDPH and the CDC. They are also a member the Bay Area Long-Acting Injectable PrEP Alliance where they are working with local stakeholders to develop a regional approach to equitable implementation of long-acting injectable PrEP in the SF Bay Area. The planning of pharmacy-delivered PEP/PrEP, Telehealth service-delivery models and equitable implementation of LAI-PrEP is what keep them busy these days. Reina has provided capacity building and technical assistance to various CBOs in the Bay Area to support the development of status-neutral and culturally appropriate PrEP & HIV navigation programs. They specialize in insurance and benefit navigation & enrollment for status-neutral HIV prevention programs.  Frameworks utilized in their program development approaches are informed by harm-reduction, anti-racist, trauma-informed, and sex-positive practices. As a child of immigrants, with experiences of incarceration,  foster care, the sex trade, and housing instability they are committed to ensuring that disadvantaged and underserved communities are centered in their work.

    Pierre-Cedric Crouch

    CBA Specialist and Nurse Practitioner

    Pierre-Cedric Crouch is a psychiatric-mental health and adult nurse practitioner working in outpatient community mental health in San Francisco and in private practice in Portland. His goal is to incorporate mental health and substance use care into Hep C and HIV prevention and treatment. He grew up in New Orleans, LA where he obtained his BSN from LSU Health Science Center. He later moved to San Francisco, CA, earning his MSN and PhD from UCSF. In his career, he helped develop an inpatient addiction medicine consult service, the largest nurse-led PrEP health program, a Hep C treatment program in a syringe access center, and the first PrEP 2-1-1 program in the USA.

  • Geoffrey Hart-Cooper, MD

    Pediatrician and Medical Director, Virtual PrEP Program for Adolescents and Young Adults, Stanford Children’s Health

    Geoffrey Hart-Cooper, MD is the Medical Director of Stanford’s Virtual PrEP Program for Adolescents and Young Adults and a primary care pediatrician. He completed an applied epidemiology fellowship in the Divisions of HIV and STD Prevention at the Centers for Disease Control, and has focused on adolescent and young adult sexual health since. During his pediatric residency at the University of California – San Francisco, he developed PrEP provider trainings and conducted a national adolescent provider survey regarding PrEP knowledge, attitudes and practices. As an HIV prevention specialist at CBA, he has worked with various health departments and organizations to develop and implement PrEP telehealth programs. His expertise focuses on leveraging telemedicine to improve PrEP care for adolescents and young adults.

  • Denise Smith, MPA

    CBA Specialist

    Denise Smith is on the Capacity Building Faculty for the San Francisco Department of Public Health, with an emphasis on PrEP financing.  She previously had 36 years of experience in Public Health in Kern County, California, with 10 of these years managing Disease Control Programs. As the HIV Director, she successfully implemented opt-out HIV testing and the provision of HIV PrEP and PEP in the county STD clinic utilizing Navigators to assist with navigating insurance and monitoring compliance with patients.  In 2010 through grant funding she provided leadership in developing an infrastructure for billing of clinic services, which resulted in an immediate increase of revenue of $800,000 within the first 6 months and annual increase of about $400,000 each year.  This model became a template for many programs across the country and she has provided consultation services to assist others with improving their billing infrastructure.  Denise has a Bachelor’s Degree in Nursing and Master’s in Public Administration.

  • Lluvia ‘Rain’ Ramirez

    CBA Specialist

    Lluvia ‘Rain’ Ramirez (they/them) has been working in the HIV Prevention Field since 2007, where they started off as a Social Networks recruiter because of their popularity in doing drag in Milwaukee, WI. Currently they are the TGNC Youth HIV Prevention Program Manager Of CDC’s PS17-1704, also known as the VOICES project at the Broadway Youth Center, a program of Howard Brown Health for the last 3 years. At Howard Brown Health, they work every day to create safe spaces, programming and help dismantle systems that cause barriers for Trans and Gender Non-Conforming Youth to make sure they are able to lead safe, fruitful and visible lives. Also they are currently a consultant for the San Francisco Department of Public Health.  Fredy has been a part of various leadership programs such as the Wisconsin Leadership Fellowship for People of Color, Illinois Getting to Zero Campaign, Howard Brown Leadership Fellowship and now the NMAC Reclaiming Our Place at the Table- A NMAC Policy & Advocacy Program. Fredy dedicates himself to make sure they utilizes their platform to speak up on various issues that surround LGBTQIA people, but especially Trans and Gender Non-conforming people of color.

  • Maria Lopez, PharmD

    CBA Consultant, Mission Wellness

    Maria Lopez is a pharmacist specialist clinician and administrator with experience in implementing clinical services in a community pharmacy. Dr. Lopez oversaw the implementation of HCV point of care testing and One Stop PrEP at Mission Wellness, the first such community pharmacy programs in California. Her work in community pharmacy aims to increase PrEP uptake and HIV prevention efforts in pharmacy, with a focus on at risk populations not engaged in care. She has published and taught pharmacists locally and nationally on the topics of PrEP implementation and testing in a pharmacy. Dr. Lopez also is an Assistant Clinical Professor in the UCSF Department of Clinical Pharmacy.

  • Albert Liu, MD, MPH

    Clinical Research Director, Bridge HIV

    Dr. Albert Liu is the Clinical Research Director of Bridge HIV within the San Francisco Department of Public Health and Associate Clinical Professor of Medicine at UCSF. His research focuses on the safety and effectiveness of PrEP agents, strategies to monitor and support PrEP adherence, and how best to implement PrEP in real-world settings. He is an investigator within the HIV Prevention Trials Network, Microbicide Trials Network, and the newly formed COVID Prevention Trials Network. He also serves as co-chair of the PrEP Committee of the San Francisco Getting to Zero Consortium and a member of the UCSF IRB. Dr. Liu is a board-certified internist and is currently an attending physician at San Francisco General Hospital.

  • Shelley N. Facente, MPH

    Principal Consultant, Facente Consulting

    Shelley Facente is a senior public health consultant with over a decade of experience working with government agencies and community-based non-profits, helping her clients understand, implement, and tell their story. Shelley earned a Master of Public Health from the University of California, Berkeley, with a concentration in Health and Social Behavior and a specialty in multicultural studies. She then worked for six years with the San Francisco Department of Public Health, assisting community-based organizations to plan and implement rapid HIV testing programs. This role helped Shelley hone her skills in bridging the gap between people developing policies and those implementing policies in the field. In 2009, Shelley left the health department and founded Facente Consulting, a public health consulting firm based in the San Francisco Bay Area. Her previous and current projects include work with the San Francisco AIDS Foundation, the International HIV/AIDS Alliance, the Bill & Melinda Gates Foundation, the U.S. Centers for Disease Control and Prevention (CDC), and the World Health Organization (WHO).

  • Thomas B. Knoble, MSW

    Thomas B. Knoble, MSW

    Capacity Building Program Coordinator, 
Community Health Equity and Promotion (CHEP) Branch, HIV Testing Lead, SFDPH

    Mr. Knoble has been doing HIV/STD/HVC testing work in San Francisco since 1991 with a focus on gay and bisexual men, transgender females and people who inject drugs. Mr. Knoble is a California HIV State Certified Trainer charged with training all new test counselors. Within this role, he coordinates and oversees a team of health workers to implement and evaluate the California State HIV Basic Counselor Training and to develop materials. His efforts have raised awareness around testing quality assurance issues throughout California. Locally, he is a program liaison for community testing sites, the microbiology lab and the Health Department. Mr. Knoble has a wealth of experience working with providers struggling to adapt to the constantly changing HIV prevention landscape. Mr Knoble has been working with CBOs that provide HIV testing to do COVID-19 Case Investigation and Contact Tracing. The work is using the strength of HIV community work address COVID-19. This is adding to San Francisco’s successful of responding to COVID and keeping CBOs a float.
