Eileen Loughran

Eileen Loughran has worked with the SF Department of Public Health since 1997. She has experience working the front-line with homeless, incarcerated, and injection drug using populations.  Ms. Loughran has over twenty years of HIV prevention experience in community planning, community-based research, HIV counseling and testing, harm reduction, and community engagement. She has acted as the Government Co-chair of the HIV Prevention Planning Council and the merged HIV Community Planning Council to ensure local HIV prevention efforts are informed by community values, insight, and experience.

In her current role, she provides oversight for planning and implementation of syringe access and disposal programs, including maintaining strong relationships with the San Francisco Police Department and community partners. Ms. Loughran works across City departments that address substance use, homelessness, and safe injection services.
